Is Online Betting Legal in Uganda? Licence, Mobile Money and Withdrawal Checks
Uganda online betting law and the checks that matter
Online betting can be offered legally in Uganda when the company operating the service holds the appropriate licence from the National Lotteries and Gaming Regulatory Board. The main legislation is the Lotteries and Gaming Act, 2016, Act No. 7 of 2016, now cited by the regulator as Cap. 334. A betting website, mobile app, advertisement or mobile-money option is not proof of authorisation.
Before depositing, confirm that the operator is licensed for betting, connect the licensed company to the exact brand and digital service, and make sure you meet Uganda’s age requirement. Payment ownership, document checks, bonus conditions and withdrawal procedures are also affected by the operator’s published terms.
Age restriction: the Act defines a minor as a person below 25 years. A licensee or its agent must not accept payment from a minor or allow a minor to access betting or gaming, including through electronic means.
Who regulates betting in Uganda?
The National Lotteries and Gaming Regulatory Board, commonly shortened to NLGRB, licenses and supervises betting, gaming, lotteries and casinos.
Which licence should a sportsbook hold?
A company accepting sports bets should be identifiable as the holder of an appropriate betting operating licence, commonly listed as a General Betting Operating Licence.
Is a gambling software licence sufficient?
No. A Gambling Software Operating Licence covers gambling technology. It does not by itself authorise a company to accept bets from players.
Does mobile money confirm that a site is licensed?
No. Mobile money is only a payment channel. The Uganda licence, operating company and payment recipient must be checked separately.
Operator licensing, player eligibility and account terms
The operator’s authority, the player’s eligibility and the rules applied to an account are related but separate issues.
The company must hold the appropriate NLGRB licence for the regulated activity it conducts.
The player must meet the legal age requirement and use accurate personal information.
Payment ownership, document formats, bonus conditions and withdrawal methods depend on the terms applying to the account.
The NLGRB’s statutory functions include licensing and supervising betting, approving technical standards, protecting the public from gambling-related harm, and receiving, investigating and arbitrating complaints connected with betting and gaming.

How to check a Uganda betting operator
The annual licensed-companies list and the licence expiry report provide different information. Review both when the records are available.
The annual list identifies companies published by the regulator for a particular year. The expiry report adds licence-type, status and expiry information. Neither record proves that an unrelated domain, copied app or unofficial payment agent is authorised.

Mobile money, KYC and withdrawal reliability
A valid licence does not remove payment or account-verification risk. Check the cashier, payment recipient, account identity and withdrawal rules before transferring money.
Mobile money
- Start the transaction inside the official website or app.
- Read the merchant or recipient name before approving payment.
- Do not send funds to a replacement number supplied in an unsolicited message.
- Save the amount, transaction ID, time and recipient.
- Never share a mobile-money PIN or one-time authorisation code.
KYC and account ownership
- Register with your correct legal name and date of birth.
- Read which identity documents the operator accepts.
- Use contact and payment details you control where matching ownership is required.
- Submit documents through the operator’s secure verification area.
- Ask which detail or document caused a rejected verification.
Withdrawal checks
Read the minimum and maximum withdrawal amounts, available methods, processing stages and verification requirements before making a larger deposit. If a withdrawal is delayed, compare the waiting time with the processing period stated in the operator’s terms.
- Keep the withdrawal reference and status history.
- Ask whether the delay is with the operator or the payment provider.
- Request the exact term or document requirement causing the hold.
- Do not deposit more money to unlock, insure or release an existing balance.
A recognisable merchant name and a successful small withdrawal can reduce uncertainty, but they do not guarantee future payments. Processing times and verification procedures differ between operators and payment providers.
Bonus conditions and evidence for a complaint
Bonus conditions are operator terms, not Uganda licensing rules. Before accepting a promotion, read the wagering requirement, eligible odds, excluded markets, maximum stake, expiry date and the effect of requesting a withdrawal.

How to escalate a Uganda betting complaint
Send a written complaint to the operator
Include the account ID, amount, transaction reference, date, relevant term and requested resolution. Ask for a complaint or ticket number and keep the complete response.
Ask the payment provider to trace the transaction
Use this route for a disputed debit, incorrect recipient, duplicate transfer, missing account credit or payment marked complete but not received. A payment provider can trace the transfer but does not usually decide a dispute about betting or bonus terms.
Escalate an unresolved betting matter to the NLGRB
The Act authorises the Board to receive, investigate and arbitrate betting and gaming complaints. The NLGRB Complaints Handling Policy describes its complaint framework. Its public form also accepts reports concerning suspected illegal or unlicensed gambling activity.

Use the data-protection route for a personal-data issue
A delayed withdrawal is not automatically a data-protection complaint. The Personal Data Protection Office may be relevant when the issue concerns the unlawful collection, use, disclosure, loss or handling of personal information.

Age control and responsible betting
Anyone below Uganda’s legal age threshold must not access betting services. Do not use another person’s identity, phone number, mobile-money account or documents to bypass account controls.
Set a fixed entertainment budget, avoid borrowed money and do not increase stakes to recover a loss. Stop betting when it begins to affect essential spending, work, relationships or emotional wellbeing.
