Is Online Betting Legal in Ghana? Licence, Mobile Money, KYC and Withdrawal Checks
Companies that organise betting or other games of chance in Ghana must hold a current Gaming Commission licence for the relevant activity. Players do not obtain an operator licence themselves, but access to a website, app or mobile money deposit option does not prove that the business is authorised. Before funding an account, confirm the unexpired licence, the company behind the brand, the exact domain, the payment recipient, the identity requirements and the withdrawal terms.
A safer decision requires several separate findings. The operator should have an active licence for the activity offered, the website should identify the licensed business, payments should follow the instructions shown in the authenticated cashier, and the account holder should be able to complete KYC using their own identity and payment details.
A licence entry does not automatically authenticate every mirror domain, APK file, social-media account or mobile money number using the same brand.
How Ghana regulates betting operators
The Gaming Act, 2006 (Act 721) governs gaming and betting activities other than the National Lotto. The Act establishes the Gaming Commission and requires businesses operating games of chance to obtain the appropriate licence.
The Commission’s public register separates activities such as Sports Betting, Online Sports Betting, Online Casino and Remote Interactive Games. A company listed for one activity should not automatically be treated as authorised for every other product it offers.

Before you deposit
- Confirm the licence is still valid. Match the trade name, operation type and expiry date. An expired entry is not evidence of a current authorisation.
- Identify the responsible company. The Terms, Privacy Policy and support pages should consistently name the business operating the account.
- Confirm the website or app. Registration, deposits, document uploads and support should remain within the operator’s documented channels.
- Review the payment recipient. The phone number, merchant account or processor should match the instructions shown inside the authenticated cashier.
- Use your own account details. Different names across the betting account, identity document and mobile wallet can lead to ownership questions.
- Read the withdrawal conditions. Note verification requirements, processing periods, payment limits and any promotion terms accepted before requesting a payout.
Verify the licence and operator
Search the official register using the exact trade name shown on the betting account. Confirm the operation type, issue date, expiry date and listed location. Do not rely only on a logo or licence claim in a website footer.

Confirm the website or app
A licence confirms a listed operator and activity. It does not establish that every site, mirror, download file or social-media profile using the brand belongs to that operator.

Do not proceed when
- The site provides only a WhatsApp, Telegram or social-media contact.

- A separate payment is demanded to release an existing withdrawal.
Mobile money and payment ownership
Mobile money availability does not prove that a betting operator is licensed. Begin the transaction from the cashier inside the authenticated account and retain the payment record.
- Confirm the amount, merchant or phone number and displayed recipient name.
- Compare the recipient with the operator or processor named in the cashier.
- Keep the transaction ID, timestamp, amount and recipient details.
- Save the cashier instruction and the resulting betting-account balance.
- Do not use a replacement number received only through a private message.
A different recipient name is not automatically evidence of fraud. The operator may use a disclosed payment processor, but the relationship should be explained through the cashier or official support before the transfer.
Debited wallet but no betting balance
Report the same transaction details to the operator and the mobile money provider. Ask whether the transfer is pending, rejected, reversed or received without being assigned to the correct account.
KYC and identity review
The 2026 AML/CFT guidelines issued by the Gaming Commission and Financial Intelligence Centre require operators of games of chance to identify and verify customers, monitor transactions and retain identification, verification and transaction records. Additional due diligence may apply to higher-risk relationships, unusual activity and remote transactions.
An operator may therefore request evidence of identity, payment ownership or source of funds. The request should identify the document required and the account issue it is intended to resolve.

- Do not create another account to bypass verification.

Withdrawal delays and disputes
First establish whether the request is pending, under verification, rejected or cancelled. Ask the operator for the recorded status, the applicable term and any action still required from the account holder.

Ask for the decision in writing. A written explanation identifying the amount, rule and remaining requirement is more useful than a telephone statement if the matter is later referred to a regulator.
Where to complain
- Write to the operator first. Provide the account reference, amount, dates, transaction IDs and the resolution requested. Ask for a final written response.
- Send betting or account disputes to the Gaming Commission. This includes complaints about betting operations, settlement, account decisions or unresolved withdrawals involving a licensed operator.
- Send payment-service complaints to the financial provider. A failed mobile money credit, missing reversal or blocked financial transaction should first be raised with the bank, wallet or payment provider.
- Use the Data Protection Commission for privacy concerns. This may apply where KYC documents or other personal data are collected, disclosed, retained or secured improperly.

Bank or mobile money complaint
Bank of Ghana states that a financial service provider should respond within five working days and resolve a complaint within 20 working days. The provider may use up to 10 additional working days when more time is required. An dissatisfied customer may appeal to Bank of Ghana within 20 working days after receiving the provider’s response.
