Legal Context After the 2024 Supreme Court Decision

A general statement that an operator is licensed in Nigeria is not enough to establish authority in every state.

On 22 November 2024, the Supreme Court of Nigeria ruled that lotteries, betting and gaming are matters for state regulation. The judgment invalidated the National Lottery Act as a basis for federal regulation within the states. The Federal Capital Territory remains an exception because the National Assembly exercises legislative authority for the FCT.

Check which regulator covers the location in which the operator offers betting. Do not rely only on a federal badge, an old licence certificate or a general statement published in the website footer.

Examples of the current structure

  • Lagos State: an online sports betting operator needs the relevant authorisation from the Lagos State Lotteries and Gaming Authority.
  • Federal Capital Territory: the FCT Lottery Regulatory Office licenses and monitors sports betting and other gaming activities within the FCT.
  • Other states: identify the state regulator and confirm that the operator appears in its current records.

A foreign licence or a badge displayed by the operator does not prove that it is authorised in a Nigerian state. Verify the legal company, licence category and validity dates in the relevant regulator’s records.

How to Verify a Betting Operator

The legal company, trade name, licence category and validity period must match the regulator’s records.

Checking Lagos operators

The LSLGA register includes the company name, trade name, licence category and licence dates. Check every field. The presence of a brand in the list does not prove that its licence is still valid on the date of your visit.

Deposits and Withdrawals in Nigerian Naira

Check who owns the payment method, the applicable limits, processing stages and available transaction evidence.

An account displayed in NGN can reduce currency-conversion issues, but it does not make every payment method equivalent. Bank transfers, cards and other local channels can have different minimum amounts, withdrawal limits, charges, reversal procedures and verification requirements.

Before making an NGN deposit

  • Confirm the account currency. Make sure the balance, stakes, winnings and withdrawal limits are stated in NGN.
  • Use your own payment method. A card or bank account belonging to another person can trigger additional checks or block a withdrawal.
  • Compare deposit and withdrawal limits. The same method may use different minimum and maximum amounts for incoming and outgoing payments.
  • Check all possible charges. An operator may charge no fee while the bank or payment provider still applies one.

First identify whether the request is pending, rejected, awaiting verification or already marked as processed.

  • a bonus condition affects the amount available for withdrawal;
  • the operator has sent the payment but the bank has not posted it;
  • incorrect bank details caused a rejection or return.

Ask support for a precise written response. Request the current status, the action still required, the rule being applied and the date of the next update.

How to File a Betting Complaint

A complaint supported by transaction records is more useful than repeated informal messages without evidence.

Collect the evidence

Save the account ID, transaction reference, withdrawal number, amount, date, recipient details, status screenshots, relevant terms and support correspondence.

Describe the problem in chronological order. State the disputed amount and request a written decision identifying the reason, applicable rule and proposed resolution.
